The Sacramento Housing and Redevelopment Agency (SHRA) administers HUD housing and community
development block grants for the City of Sacramento and County of Sacramento. SHRA is beginning the
planning process for the Five-year plan (“Consolidated Plan”) that will guide the allocation of HUD funding
over the next five years.
The Consolidated Plan is designed to help local jurisdictions assess their affordable housing and
community development needs, and to make data-driven, place-based investment decisions. The
Consolidated Plan is implemented through annual Action Plans, which fund projects and programs
addressing priority needs and specific goals.

The following draft plans are available for public review for 15-days (05/01/2024 to 05/15/2024).

  1. Citizen Participation Plan—guides the citizen participation and stakeholder consultation process for the Five-year Consolidated Plan, Annual Action Plan, and CAPER (annual reporting document).
  2. Language Access Plan—guides interpretation and translation for the above documents and programs funded by HUD block grants.

Members of the public are invited to attend to learn about and provide comment on the upcoming
Consolidated Plan process and opportunities for community engagement, and to comment on the Citizen
Participation Plan and Language Access Plan.

The draft documents will be available on or before Wednesday, May 1, 2024 in one of two ways:

  1. Request copies by contacting the agency at (916) 440-1302;
  2. Online at the SHRA website on the Federal Entitlement Programs and Annual Plan and Report section, under Citizen Participation Plans of the City and County of Sacramento, at the following web address: https://www.shra.org/financial-performance-and-strategic-planning-documents/

A public hearing will be held in person and/or by teleconference by the Sacramento Housing and
Redevelopment Commission at the following location, date and time:
